Here is a kidSafe browser that offers total parental control It works behind the scenes with Internet Explorer via a TrustFile approach. If its not in the TrustFile, kids can't go there. Knowing the password, of course, enables parents to go anywhere. If you are using other BHO programs (GoZilla, etc.), you should run with IE 5.5 or above.

NoWorrys kidSafe internet filter (freeware)
and
PpGuard kidSafe internet filter (shareware)
both of which work on a TrustFile principle:
If its in the TrustFile, kids can go there.
